SIMBA II Partners
The SIMBA II consortium is composed of the following partners which are establishing an international cooperation network:

ERTICO is a multi-sector, public-private partnership pursuing the development and deployment of ITS. It exists to promote a single successful pan-European ITS market and to ensure that European interests are fully represented throughout the world. With more than 100 partners across the five ITS sectors (public authorities, industry, infrastructure operators, users, and others), ERTICO brings all key players to one table, with one clear goal: making ITS part of everyone’s daily life. Through a varied and comprehensive work programme, ERTICO achieves vital synergies and builds the strategic strength required to move ITS from the development stage through implementation and into the market. Our projects focus on such issues as active safety, telematics services, technology integration, interoperability, advanced driver assistance systems (ADAS), satellite positioning and navigation and e-ticketing. A current priority is eSafety, an initiative to improve road safety in Europe. As part of eSafety, ERTICO is bringing together all key players (car industry, European Commission, service providers, telecom and user sectors, etc.) to help realise the EC's vision of reducing road casualties by 50% by 2010 through widespread deployment of information, communication and automotive technologies - ITS.
ERTICO will act as the overall project manager. ERTICO will ensure appropriate cooperation between the key stakeholders and events and will apply the quality management procedures. Furthermore, ERTICO is responsible for managing contractual and financial matters and assuming editorial responsibility for deliverables. ERTICO’s activities will include the production of six-monthly and annual progress and management reports.
ERTICO will lead the ITS development workpackage and will mobilise the European ITS stakeholders and SMEs as well as ensure that the National Coordinators mobilise their local stakeholders. It will bring the key European stakeholders to the regional meetings. It will also perform dissemination activities and define exploitation plans for the future. ERTICO will lead Work Packages 1, 2, and 4.

FEHRL provides a coordinated structure for the interests of the 27 national laboratories from the Member States within the European Union, the EFTA countries and the rest of Europe. Its research capacity and links to national institutes will be valuable in SIMBA II as FERHL will lead WP3 – Infrastructure development.
In the infrastructure component of SIMBA II, FERHL will work with, India and S. Africa to identify and establish areas of cooperative research. It will organise the proposed meetings, and provide expertise to support the framing of the agreed research projects. FERHL will also provide support in the analysis and dissemination of research findings, and act with partners to develop a mainstreaming process in-country.
With respect to Russia FERHL will aim to bring them ‘up to speed’ with existing partners. This will be achieved by holding meetings in-country with the aim of developing the SIMBA II partnership ethos, and identifying key research needs in the field of road infrastructure. FEHRL will organise the necessary meetings, and work with the relevant international and national agencies to achieve harmony.

Promotion of Operational Links with Integrated Services (POLIS)
Polis has been a platform for dialogue and cooperation on current transport issues for cities and regions around Europe since 1989. It currently represents over 65 cities and transport operators from 18 European countries. Polis creates opportunities for its members to exchange experience and forge partnerships among themselves, with the industry and the research community, and to develop innovative urban transport solutions. The Network facilitates access to European initiatives and research programmes for its members, looking into solutions for urban and regional mobility, including health and environment, traffic management and intelligent transport systems, road safety, and social and economic aspects of transport. Polis also provides decision-makers with strategic information to improve urban and regional transport, and it advocates the development of an adequate policy framework at the European level to achieve sustainable mobility in cities and regions.
Polis has been involved in many EU projects, where it ensures the dissemination of results, supports cities and regions in implementing innovative solutions through focus groups, seminars and individualised guidance and advice, manages demonstration work-packages and coordinates end-user groups. Polis acts as a facilitator between the EU projects and their end-users in cities in publishing guidance and policy notes aiming at supporting the use of project results by cities and regions.
Many Polis members are cooperating bilaterally with cities from ICPCs, European neighbourhood policy countries and developing countries on mobility related projects and issues.
Polis will coordinate dialogue and input from EU Cities, and will represent the Cities at SIMBA II gatherings. It will provide information on best practices in Europe to other countries, in relation to ITS, infrastructure and other relevant urban transport issues. It will lead an expert group on mobility management and sustainable urban transport planning. Polis will also contribute the project’s dissemination activities.

Created in 1907, Tongji University is one of the leading universities directly under the State Ministry of Education in China. It offers degree programs both at undergraduate and postgraduate levels. Tongji University is a prestigious university in China and is especially known for its transport research department. Furthermore, the first ITS research centre and the China national laboratory in road and traffic engineering is affiliated to the School. Tongji plays an active role in the EU-China ITS cooperation and has organised several successful events together with ERTICO.
In SIMBA II, Tongji will have an important role in coordinating local level input into the project activities, mainly in Shanghai. It will collect, collate and distribute information on Chinese political, technical, economic and organisational requirements in road transport research. Tongji will identify and inform the project consortium of opportunities for EU-China cooperation and play a key role in developing proposals for future EU-China projects. This will include conceiving project ideas, contributing to feasibility studies and technical requirements and identifying the stakeholders in ITS development.
Tongji will bring together the required Chinese expertise at the joint EU-China Working Group meetings by linking European experts with existing Working Groups in China. Tongji will assist the project coordinator with organising technical Working Group meetings, workshops and project events. It will also disseminate the project results at a National level through its wide network of policy makers, industry and academia.

SIAM, the India National Coordinator for SIMBA II, is a leading and pioneering organisation in the Automotive Infotronics in India. SIAM is actively working with the Core-Group on Automotive Research (CAR) Group set up in 2003 by TIFAC (Technology Information Forecasting Assessment Council) to further infrastructure development and ITS in India. CAR is a joint academia-industry-government platform in the automotive sector and has strong links to policy makers. Much of the leading technological infrastructure and telematics development in India, is being driven by existing CAR Working Groups such as Telematics and Road Safety.
In SIMBA II, SIAM will have an important role in coordinating local level input into the project activities. It will collect, collate and distribute information on Indian political, technical, economic and organisational requirements in road transport research. SIAM will identify and inform the project consortium of opportunities for EU-India cooperation and play a key role in developing proposals for future EU-India projects. This will include conceiving project ideas, contributing to feasibility studies and technical requirements and identifying the stakeholders in ITS development.
SIAM will bring together the required Indian expertise at the joint EU-India Working Group meetings by linking European experts with existing Working Groups in India. SIAM will assist the project coordinator with organising technical Working Group meetings, workshops and project events. It will also disseminate the project results at a National level through its wide network of policy makers, industry and academia.

The Brazilian Association of Automotive Engineering brings together OEMs, and suppliers in order to study technical issues related to the automotive vehicle industry in Brazil in particular and the transport sector in general. AEA regularly organises seminars and technical events that deal with technology in the transport sector. Its ongoing efforts in the automotive sector and deep knowledge of the Brazilian market will enhance SIMBA II’s Brazilian activities.
In SIMBA II, AEA will have an important role in coordinating local level input into the project activities. It will collect, collate and distribute information on Brazilian political, technical, economic and organisational requirements in road transport research. AEA will identify and inform the project consortium of opportunities for EU-Brazil cooperation and play a key role in developing proposals for future EU-Brazil projects. This will include conceiving project ideas, contributing to feasibility studies and technical requirements and identifying the stakeholders in ITS development.
AEA will bring together the required Brazilian expertise at the joint EU-Brazil Working Group meetings by linking European experts with existing Working Groups in Brazil. AEA will assist the project coordinator with organising technical Working Group meetings, workshops and project events. It will also disseminate the project results at a National level through its wide network of policy makers, industry and academia.

CSIR will identify and inform the project consortium of opportunities for EU-S. Africa cooperation and play a key role in developing proposals for future EU-S. Africa projects. This will include conceiving project ideas, contributing to feasibility studies and technical requirements, identifying the stakeholders. CSIR will bring together the required S. African expertise at the joint EU-S.Africa. CSIR will assist the project coordinator with organising technical expert group meetings, workshops and project events. It will also disseminate the project results at a National level through its wide network of policy makers, industry and academia.

The Professional Association in vehicle Risk Prevention (PAIRP) is the National Coordinator for Simba II project in Russian Federation. PAIRP represents the leading Russian insurance companies, providing tight interaction between different manufactures, services, insurance companies, research centres and universities, international and governmental structures for studying, developing and deploying projects dedicated to wide use of telematic technologies for increasing road safety and car security.
PAIRP has links through its members and partners with Ministry of Transport, Ministry of Internal Affairs, Federal Space Agency, Ministry of Communications and Informatics, Ministry of Emergency Situations, Moscow City Government and several regional Governments.
In SIMBA II, PAIRP will have an important role in coordinating local level input into the project activities. It will collect, collate and distribute information on Russian political, technical, economic and organisational requirements in road transport research. PAIRP will identify and inform the project consortium of opportunities for EU-S. Africa cooperation and play a key role in developing proposals for future EU-S. Africa projects. This will include conceiving project ideas, contributing to feasibility studies and technical requirements, identifying the stakeholders.

Upon the approval of Ministry of Science and Technology, the China National Center of Intelligent Transportation Systems Engineering and Technology (ITSC) was established by the Research Institute of Highways of Ministry of Communications in 1999. It carries out national level ITS projects, related researches, technical development, and participates in the international development activities and technical exchanges. ITSC plays an active role in the EU-China ITS cooperation and has organised several successful events together with ERTICO.
Tasks:
- ITSC will be responsible for activities mainly in Beijing.
- “Priority areas in China” report. ITSC would gather information from China, coordinates dialogue and input from China and acts as interface between China and the EU. Prepares Chinese refined priority list based on the work done in the first SIMBA project.
- Creation and running of expert groups for China-Beijing ITSC would create and manage the Beijing expert groups. Organize programme of meetings in country. ITSC would prepare necessary support documentation, and also meeting reports. Works with ERTICO to prepare the draft and final implementation and deployment roadmap.
