MPS Special Action on Driving While Intoxicated until December

According to the meeting held by the Ministry of Public Security (MPS) on October 19, the Ministry decided to extend its special action on driving while intoxicated which is scheduled to conclude on October 15 to late December.

 

Vice Public Security Minister Mr. Huang Ming noted that given the persistence and reoccurrence of driving-while-intoxicated offenses, and in response to the demand of the general public, the Ministry decided to extend its rigorous rectification of the said offense to late December. In the next phase, various local traffic management departments will continue to keep up their rigorous control on the offense, as guided by the principle of “Six Further”.

 

Specifically, it refers to: further strengthen the efforts to control and rectify the offense of driving while intoxicated, consolidate the results achieved in big cities, and carry forward the action to small- and medium-sized cities and areas joining the city and the country; further solicit the support from the CPC committee and government leaders, actively work with other departments to establish and improve the offense record and notice system for civil servants, and explore the way to link the offense with the mechanism of floating insurance rate and bad personal credit records; further enhance the capacity of cracking down on driving while intoxicated, continue to strictly enforce harsh punishments on offenders, intensify the efforts in law enforcement and responsibility investigation, and promote the establishment of blood alcohol testing authority with statutory qualification in capable cities and counties; further establish and improve the long-term effective system for the institutionalization and normalization of the best practice; further improve the social publicity and communication mechanism; and further spur the control and rectification of other severe offenses to ensure traffic safety and smooth traffic flow.

 

Reportedly, the MPS special action has achieved its intended results for the current stage. Up to October 15, a total of 122,000 cases of driving while intoxicated were investigated and punished, out of which 19,000 offenses were driving while intoxicated, 122,000 drivers were fined or punished, 108,000 driving licenses were temporarily detained, and 17,000 offenders were held in administration detention. The number of accidents and death toll resulted from driving while intoxicated declined by 34.5% and 38% year on year, respectively.

 

MPS officials indicated that various regions have accumulated a great deal of useful experience during the special action, such as reinforcing inter-departmental action, innovating working methods, and strengthening order management, publicity and guidance; meanwhile, the special action also shows some space for further improvement, which is reflected largely in the uneven progress of various regions, failure to strictly implement the measures for offense control and punishment, as well as still frequent occurrence of driving-while-intoxicated offenses in some small- and medium-sized cities and rural areas.
