During the 9th and 10th Five-Year Plan, a series of projects such as the development strategies, framework and standards of ITS were completed in China with the support of Chinese government.
By the end of the 10th Five-Year Plan, China had achieved some innovations with independent intellectual property rights in the fields of data management, information collection and integration, DSRC, intelligent vehicle and highway control and system integration. Some key products and devices for traffic information collection, on-board information processing and vehicle safety are produced domestically. According to statistics from the 10th Five-Year Plan, 23 invention patents and 7 enterprise standards were obtained and 15 demo sites and 4 production lines were established. Furthermore, 27 contracts for technical deployment were made.
Traffic information Traffic information data features tremendously - the complex content and form, the conceptual design of the ITS data management system and the framework of ITS data specifications have been put forward. Research was carried out in the fields of ITS data quality control, data sampling, data integration, data compression and storage, distributed dynamic ITS system and data recapture. The achievements were applied in Beijing and the efficiency of data storage and management was improved by 70%.
Urban traffic network The optimisation technology of the urban public traffic network was achieved, and the public traffic optimisation decision support system was developed. This has been applied to the urban public traffic network planning in the cities of Nanjing and Suzhou.
Communications In the field of dedicated short-range communications (DSRC), two-piece and combined ETC technology in active communication mode was achieved. A production capacity of 200,000 pieces was reached, which was then used in the 2,400 kilometres of expressways in Guangdong province.
Demo Projects during 10th Five-Year Plan A number of the demo projects were implemented in urban areas and inter-city highway transport. These projects involve intelligent traffic control, dispatch and management systems, intelligent public transport management systems and integrated information platform.
The demo projects implemented by Ministry of Communications in the 10th Five-Year Plan include the unified toll collection on the inter-province expressway, integrated highway management system and inter-province passenger transport. The unified toll collection project is China’s first attempt to collect tolls by inter-provincial net, and for which a new management architecture for inter-provincial net toll has been established. The project provides a base of technology and experience for the Ministry of Communications to deploy unified toll collection nationwide.

In Guangzhou, a comprehensive transport information platform was constructed where multimodal transport data is gathered, handled and applied. The information platform achieved not only the collection, integration and processing of traffic data from buses and taxis, but also the function of information services such as traffic congestion forecast, bus speed analysis, route navigation, and travelling guidance.
In Beijing, the Public Security Traffic Authority has constructed the intelligent traffic management system, traffic signal control system, dynamic traffic information distribution system, and parking guidance system. The traffic signal control system has been used in about 1,200 intersections. The average stoppage times on mainline roads was reduced 15-20%, and the average travel time was reduced 10-15%.
